Photos in web page are not clear in any browser, why?

Whenever I open any site the photos are not clear, It looks like that any small size or low resolution photos seems when it is strached to large size.Other graphics in web page are clear, only photos are looking like spread pixel. I have update all drivers, Java, Flash Player, format PC, install W-7, but problem is still persist. Pl. help me in this regard. Thanks
